in el centro. The lower floors of most of these old buildings are now shops & restaurants. The upper level living quarters are 'se renta departamentos' (apartments for rent). Most are brightly painted in shades of pink, burgandy, red, ochre, orange & yellows. The people were likely waiting for a bus or taxi? The taxi rates here were reasonable.
