The royal eagle - a symbol of justice - confronts the serpent - symbol of wickedness. Pacheco's image of the serpent is not easy prey, however. Rather, it's a great powerful serrpent, large enough to devour the eagle. And this is Mexico's struggle: unequal, but valiant.
