In the time of taking back the independence from French,the Authority divided some villas into many rooms and offered them to families to live,so there are differenf families upstair as well as downstair.Now because of its lacking room,most of the families don't cook at their places and have meals with resonable pricesat many Simple mannered dishes spots.This is one of the cultural way of living in Hanoi.
