Daphne x burkwoodii
Scenery in Portland picture - "Daphne is a genus of beautiful, usually fragrant shrubs which like loamy soils, moisture and good drainage. Daphne x burkwoodii was bred by Albert and Arthur Burkwood in 1931 from D. cneorum and D. caucasica. It is a semi-evergreen, upright shrub growing up to one metre in height. It has mid-green, lance-shaped leaves. In late spring it bears dense clusters of deliciously fragrant white and pink flowers."
