We learned that Leonid Brezhnev of the Soviet Union had stayed here, and during his visit he and President Nixon finally agreed upon the SALT I treaty, thereby reducing the nuclear arms race and contributing greatly to the eventual end of the Cold War. Mr. Brezhnev was General Secretary of the Communist Party of the Soviet Union, the offical way of saying he was the ruler of the Soviet Union. SALT stands for the Strategic Arms Limitation Talks.
