It's said that Osama Bin Laden is hiding in the mountainous region of Tor Bora with the tribal people. As it is a lawless region, no government would be able to catch him here, and one of the Tribal customs is that you automatically give asylum to someone in need, even if he is a sworn enemy. So this would of been the perfect place to hide. When the refugee leaves the territory though, they are fair game to be killed. Americans are pressuring Musharraf to allow U.S troops into the region.
