Getting around Zagreb requires steps -- lots of them. The city was originally two separate towns built on adjacent hilltops. The old town of Kaptol held the church, while ancient Gradec held the government. A lower town arrived later to serve commercial needs. All three towns have merged to form modern Zagreb.
