First of all, I'm sorry, my english is far to be as good as I'd like.
Mui Ne is only 4 hours far from Saigon (or Ho Chi Minh City) with bus, on the way to Nha Trang. It's one of the nicest places I've been in Vietnam. And not only can you chillout and lie on the beach, but also you have lots to see and do there.
It's one of the best places to practice some water sports like windsurf, kitesurf or surf. You can rent or buy gear to practice them at Jibe's Wind & Kite-Surf Club, and also take some lessons, as they're one of the 3 officialy certified center for kitesurfing teaching in Vietnam. You can also have party everynight till late there, enjoy the Beach Fire Parties every Saturday, or the great Full Moon Parties.
The White Sand Dunes and the White Lake are a really worth scenery, and also the Red Sand Dunes, the Red Canyon, and the road along the Hon Rom Beach... If you can drive a motorcycle it's nice to rent one for the whole day and explore the sorroundings on your own, but be aware of petrol, because it's easy to be run out!
There are also a couple of Cham Towers you can see on the way from Phan Thiet, and not far from Mui Ne, you can visit the Takou Mountain to see the Sakayamuni Buddha, which is the biggest lying Buddha in Vietnam (49 metres).
It's worth going to the Mui Ne fishing port -better in the early in the morning, when it's very busy- and it's also worth to visit the small market, where people are very friendly.
I can highly recommend you a couple of simple & cheap places to sleep and eat: Hong Di Guesthouse and Lam Tong Restaurant.
Have a nice trip!
Elena ;)
