Is it behind time? Hmm... it depends on which country you compare it with. During my one month stay here in year 2005, I was unaware of any building which exceed 15 floors(or maybe lesser). Also, the capital city, Phnom Pehn is fulled of motor-taxi, tricycle and tuk-tuk which make the city tourist friendly.
