Currently, DC residents are represented in the House of Representatives by a non-voting delegate who may vote in committee and participate in debate, but cannot vote on the House floor. They do not have any representation at all in the Senate, nor do they have the right to control their own local affairs. Legislation has been tabled in an attempt to address this issue by giving DC a voting member in the House, but not in the Senate. The Act appears likely to pass in late 2006 or early 2007. Meanwhile, the DMV encourages all DC residents to use this special plate (they call them tags). In fact, all new registrants receive 'Taxation without Representation' plates automatically, unless they prefer to opt out.
