Napier's Art Deco week in February each year attracts many overseas visitors and locals , many dressing in clothes of the Art Deco period . The week provides many activities with a 1930's theme . Napier was redesigned in the Art Deco style following the devastating Hawkes Bay earthquake in 1931 .
