Sucre is the actual capital of Bolivia, although it has much less money and businesses than La Paz and you notice that there are significantly more children on the street and poverty here than there is in La Paz

It is much lower in altitude as well, and definetely nowhere near as chaotic. It has a lot of history in the city, as it was an important city for the indigeneous in the past, and then became the headquarters of the Spanish Royal Court (hence the Spanish, colonial feel of the city with its elegant white buildings). Many museusm and churches to explore, as well as great excursions outside the city, like paragliding, biking, hiking, horseback riding, etc.

Our group had a great time there and some of my fondest memories are at Sucre ... a great place to visit, be active, enjoy the scenery and a bit more of the slowed down pace in comparison to La Paz.
