I thought these were headstones,<br> Sightseeing in Penang picture - but a Penang contact in England tells me they are "stone markers used to mark where electricity cables etc are buried. JKR stands for Jabatan Kerja Raya - or 'Public Works Department' & the 'kebel' probably refers to a cable buried underneath. I believe similar markers are used for marking out major water pipes and so on." (Thanks Jin)
