These are sergeant majors, very aggressive little fish that literally will eat out of your hand. We've found the best way to attract fish is to bring a water bottle stuffed with bread. Squeeze the bottle and the bread will pop out as quickly or slowly as you want. One little bottle can last an hour or more. If you see just a few fish, the bread will quickly attract many, many more. We learned this in Bali many years ago, and it's worked for us wherever we snorkel.
