Emulating the Arc de Triomphe, the chocolate-hued structure is surrounded by a profusion of nagas, the mythical protective snakes, & ‘kbach’, a Khmer ornamental style that incorporates flower petals, & leaves, mythical goose tails, flame shapes, etc. The towering obelisk, aka the Victory Monument, received a facelift & new fountains in recent years. Apparently, the area is most majestic when floodlit at night. The monument also serves to honor Cambodia's war dead. It is the site of special services on days like Independence Day and Constitution Day when wreaths are laid for Cambodian war heroes.
