Hiram M. Chittenden Locks The Hiram M. Chittenden Locks, known locally simply as the Ballard Locks, lift and lower working boats, pleasure craft, research vessels, and even kayaks between the salt water of Puget Sound and the fresh water of Lake Union. The locks are among the busiest in the country. Stand clear of the bridges when the lock gates open, and watch the boats rise or fall almost within your arm’s reach.
