The flowers are to be used for the celebrations during National Day. This falls on September 9th and this year is Juche 92 (2003). Their calendar follows the founding of the Juche idea which is this bizarre idea of self-reliance meaning that we don't need any help from anyone. But you know as I do, that they do get help from other nations often with no gratitude either!
