An hour and a half later we finally came to the capital city of Bolivia. As you might expect, this is the highest capital city in the world. The City of Nuestra Senora de la Paz, or Our Lady of Peace, has seldom lived up to its name. In only the last 175 years, there have been more than 150 uprisings in Bolivia. Ten leaders have been assassinated. As recent as 1946 the President was hanged outside his palace by an angry mob. "Presidents don't know how to step down in time; they have to be shot out of office." The sad fact is that most of those presidents neglected the very people who had elected them, and the country continued to be very politically unstable.
