Chaiya used to be the seat of a once powerful Hindu empire called "the Srivijaya Empire" which ruled southern Thailand & nearby Sumatra, Indonesia. And as interesting the entire history is, it's a very long story to include here let alone that I won't do a better job than the history & guidebooks. And so, you'll be better-off checking the history of Srivijaya since it's really fascinating!
