As for those countries that the Treaty is going to be "lenient" on, there are other ways to make the Treaty stricter to them.

However, pulling-out of the Treaty is really not the best course of action for the U.S. 'coz we really ought to lead by example.

*For the record, it's not the U.S. who unilaterally pulled-out of the Kyoto Agreement. Rather, it's the Bush administration that unilaterally pulled the U.S. out.

Now this is important to point-out 'coz there are lots of Americans (mostly those who care about the environment) who are actually oppose to that decision. But Bush is the prez!

Although I may have sounded anti-Bush, there's actually several issues that I totally agree with such as the M.D.S. (the Missile Defense Shield) which the U.S. truly needs in the wake of Sept. 11.
