As for those countries not fully complying with the Treaty, of course there are various ways to deal with them (not militarily but other ways). As for those countries that the Treaty is going to be "lenient" on, there are other ways to make the Treaty stricter to them. However, pulling-out of the Treaty is really not the best course of action for the U.S. 'coz we really ought to lead by example. *For the record, it's not the U.S. who unilaterally pulled-out of the Kyoto Agreement. Rather, it's the Bush administration that unilaterally pulled the U.S. out. Now this is important to point-out 'coz there are lots of Americans (mostly those who care about the environment) who are actually oppose to that decision. But Bush is the prez! Although I may have sounded anti-Bush, there's actually several issues that I totally agree with such as the M.D.S. (the Missile Defense Shield) which the U.S. truly needs in the wake of Sept. 11.
