Next, we'll bombard the ice caps so as to release the water whereby some of it will evaporate (become steam) due to the heat created by the bombardment as well as the greenhouse [warming] effect of a CO2 atmosphere yet that steam won't escape to space 'coz it will be trapped by the CO2 & suspended particulates. And as the greenhosue effect of CO2 continues to evaporate more water, there will come a point where the atmosphere can no longer hold the water that it'll start raining. This will be the 1st rain on Mars yet it will be a cycle that'll keep repeating. In turn, we'll spread our genetically-altered microbes to work on the Martian surface so as to transform it to a more habitable environment for our plants & algae who inturn will eat up the microbes for their survival. (Water is important to plants!) Once establish, the plants can clear-up the CO2 atmosphere since it's what they use for respiration just like how they do it here on Earth.
