Harbour City is part of a giant construction project called "Flower of the East" which is being built on Kish Island in Iran. Much of it is ready and usable. The luxury project include one 7 star (!) hotel (There is only one other 7 star hotel in the world - the "Borj Al-Arab" in Dubai) and several five star hotels. "The Flower of the East" project features an architectural style resembling the French Riviera. Iran is launching an extremely ambitious campaign to promote its tourism sector. Resorts and luxury hotels are being built across the country.
